Major events in the nonferrous metals industry in October 2025
On October 1, BHP Billiton announced that it would spend 840 million Australian dollars (approximately 554 million U.S. dollars) to expand its Olympic Dam underground copper mine project in South Australia in order to increase the production of this key conductor metal.
On October 9, China’s Ministry of Commerce and the General Administration of Customs announced the decision to implement export controls on some medium and heavy rare earth-related items, which will be officially implemented from November 8, 2025. On October 16, the Australian Anti-dumping Commission issued an announcement stating that the Australian Minister of Industry and Technology approved the Australian Anti-dumping Commission’s third anti-dumping and countervailing sunset review final recommendation on aluminum profiles imported from China, and decided to continue to implement anti-dumping and countervailing measures against China’s involved products from October 29, 2025, with a tax rate of 0.8%-29.4%.
On October 17, the Internal Market Protection Department of the Eurasian Economic Commission issued an announcement stating that in accordance with Resolution No. 95 of the Eurasian Economic Commission on October 14, it was decided to extend the validity period of anti-dumping duties on aluminum strips originating in China and Azerbaijan until June 29, 2026 (inclusive). Among them, the tax rate for the products involved in China is 13.14%. The announcement on the same day stated that in accordance with the Eurasian Economic Commission Resolution No. 97 on October 14, anti-dumping duties will be levied on aluminum foil originating in China for a period of five years.
On October 22, aluminum producer Century Aluminum Company announced that its wholly-owned subsidiary Nordural Grundartangi Ehf had temporarily stopped one of the two electrolytic tank production lines at the Grundartangi aluminum smelter in Iceland due to electrical equipment failure. The suspension reduced the smelter's output by about two-thirds.
On October 27, data from the National Bureau of Statistics of China showed that from January to September 2025, the nonferrous metal smelting and rolling processing industry achieved operating income of 7.09108 billion yuan, a year-on-year increase of 14.6%; operating costs were 6.66964 billion yuan, a year-on-year increase of 15.1%; total profits were 252.52 billion yuan, a year-on-year increase of 14.0%.
On October 30, the Sino-US economic and trade teams negotiated in Kuala Lumpur and reached a consensus including that the United States will suspend the implementation of the 50% penetration rule on export controls announced on September 29 for one year. China will suspend the implementation of relevant export control and other measures announced on October 9 for one year, and will study and refine specific plans.
